Do you need a permit for a detached garage in Winnipeg?
The City of Winnipeg states that detached garages and other accessory structures greater than 10 square metres, or 108 square feet, require a building permit.
A structure under that threshold may be exempt from a building permit, but it must still comply with the applicable zoning and building-code rules. Since most detached garages are considerably larger than 108 square feet, homeowners should normally expect to submit a building permit application.
The City also advises applicants to confirm whether a development permit or another supporting approval applies before submitting the building permit package. A detached garage site plan is an overhead drawing showing the entire residential property and the proposed location of the garage.
It is different from the garage floor plan. The floor plan shows the garage dimensions, framing layout, doors, and interior arrangement. The site plan shows how the garage fits on the lot.
The City’s current detached garage application form identifies several items that should appear on a fully dimensioned site plan, including:
- Street and rear-lane locations
- The distance from the garage to every property line
- The proposed garage location and dimensions
- The location of the house and all other existing structures
- Overhead electrical lines, where applicable
- The legal property description

What should the site plan show?
1. Property boundaries and lot dimensions
The site plan should clearly show the shape of the property, its boundary lines, and the available lot dimensions. The proposed garage setback measurements depend on these boundaries being accurate.
The City warns that homeowners should not assume that a fence, sidewalk, driveway edge, or rear lane identifies the legal property line. These visible features may not sit exactly on the boundary.
The City’s construction guide identifies a Manitoba Land Surveyor’s Staking Certificate as the reliable way to establish the property lines. When the garage will be placed close to a boundary and the property line is uncertain, professional surveying may be necessary.

2. The existing house and other structures
The drawing should show the footprint of the existing house and any sheds, decks, garages, gazebos, pools, carports, or other significant structures.

- Whether another structure must be removed

Where the garage faces the rear lane, showing the garage-door orientation is especially useful. It allows the reviewer to understand how vehicles will enter the building and whether the driveway connects logically to the public lane.
4. Setbacks to every property line
The site plan should show separate measurements from the proposed garage to the rear, left-side, and right-side property lines. Where the garage is beside rather than behind the house, additional measurements may be required.

Winnipeg detached garage setback requirements
The final setback depends on the garage location, zoning district, lot configuration, roof design, and surrounding property lines.
The City’s detached garage construction brochure states that, in most typical cases, a garage built behind the dwelling may be as close as 600 millimetres, or 2 feet, from the side and rear property lines.
That general distance should not be treated as an automatic approval for every property. Different requirements can apply when:
- The garage is located beside the house
- The property is a corner or reverse-corner lot
- The garage is near a street-facing property line
- The roof has a wide overhang
- The lot is affected by a variance or site-specific zoning condition
- The property is close to a river, creek, or regulated waterway

Roof overhangs affect the setback
A garage wall may comply with the required setback while the roof eave extends too close to the boundary. For this reason, the site plan should account for the roof outline—not only the wall footprint.
The City’s general guide allows a 300 mm, or 1-foot, roof overhang to extend into certain required setbacks. If a wider overhang is proposed, the garage wall may need to move farther from the property line.
The guide also explains that an overhang cannot project closer than 450 mm, or 1 foot 6 inches, to a property line. Because roof design and fire-protection rules can interact, confirm the details before construction.
Garage doors, windows, and walls near a property line
The distance between the garage and the property line can affect whether windows, doors, or other wall openings are permitted.
The City’s construction guide states that windows and other openings in a wall facing an adjoining property are generally permitted only where that wall is at least 1.2 metres, or 4 feet, from the relevant property line. Different treatment applies where a wall faces a street or public lane.
Walls and soffits located close to a boundary may also require fire-resistant construction. These construction details normally belong on the building plans rather than the site plan, but they should be considered when selecting the garage location.
Lot coverage and garage size
A garage that meets the setback rules can still be too large for the property.
The City’s construction guide states that garages and accessory structures combined generally cannot exceed 12.5% of the total lot area, up to a maximum of 81.75 square metres, or 880 square feet. It also explains that up to 45 square metres, or 484 square feet, of accessory structures may be permitted regardless of lot area, subject to the applicable regulations.

Why drainage matters for a rear-lane garage
Constructing a garage and driveway changes how rain and melting snow move across the property. A large roof and paved driveway create more concentrated runoff than an open grassed yard.
The City identifies property owners as responsible for maintaining approved lot grades, keeping drainage swales unobstructed, and ensuring that surface water from their property does not damage neighbouring properties.

- Whether water will flow toward a garage door or foundation

What building plans are required?
The site plan is only one part of the detached garage permit package. Since June 1, 2026, building plans must accompany the building permit application.
The City’s application form lists drawings such as:
- Exterior elevations showing grade-to-roof height
- A dimensioned floor plan
- Wall and roof framing information
- A fully dimensioned foundation plan
- A building cross-section with construction details
- Engineering documents where required
The City’s general guide states that foundations for garages larger than 70 square metres, or approximately 753 square feet, require engineering. Engineering may also be needed for non-standard foundations, upper floors, significant attic storage, or other conditions outside the City’s standard details.
