Do you need a permit for a carport in Winnipeg?

Yes. The City of Winnipeg’s current construction guide states that development and building permits are required to build a carport. This applies whether the carport is freestanding or attached to another structure.[2]

The two permits address different parts of the proposal:

  • Development permit: Reviews the carport’s use, size, height, location, setbacks, parking arrangement, and compliance with the Winnipeg Zoning By-law.
  • Building permit: Reviews the roof, posts, beams, foundations, structural connections, materials, and other construction details.

A development permit may be processed before the building permit or reviewed concurrently with it. The building plans must match the approved or submitted development-permit plans.[6]

Unlike some small sheds that may fall below a building-permit threshold, the City specifically states that permits and construction plans are required for carports.

Attached and detached carports are reviewed differently

The first step is determining whether the proposed carport is attached to the house or stands independently.

Detached carport

A detached carport is generally reviewed as an accessory structure. The City’s detached-garage and accessory-structure guidance covers matters such as:

  • Property-line setbacks
  • Roof overhangs
  • Maximum accessory-building height
  • Combined accessory-structure area
  • Posts, beams, roof framing, and foundations
  • Separation from the house and other structures

Attached carport

When the carport is attached to the house, the City states that it must comply with the regulations for house additions. Those regulations differ from the rules for detached accessory structures.[2]

An attached carport may therefore be affected by:

  • The dwelling’s required front, rear, or side yards
  • Fire separation from adjoining property
  • The connection to the existing house
  • Existing house foundations and structural framing
  • Roof drainage and flashing where the roofs meet
  • The location of doors and windows in the house wall

Do not assume that the smaller detached-structure setback automatically applies to a carport connected to the dwelling.

What is a carport site plan?

A carport site plan is an overhead drawing of the entire property. It shows where the proposed carport will be constructed and how it relates to the existing site.

The site plan is different from the structural carport drawings:

  • Site plan: Shows where the carport will sit on the property.
  • Floor or foundation plan: Shows the post and foundation locations and the overall structural layout.
  • Elevations: Show the carport’s exterior appearance and height.
  • Cross-section: Shows the roof framing, beams, posts, foundations, and construction details.

What should a Winnipeg carport site plan show?

The City asks applicants to provide a fully dimensioned site plan. The drawing should make the complete property arrangement easy to understand.

1. Property lines

Show the front, rear, left-side, and right-side property lines. Include the overall lot dimensions where they are available.

The City warns that sidewalks, fences, laneways, and driveways should not automatically be relied on to establish legal property boundaries. A Manitoba Land Surveyor’s Staking Certificate is the accurate method of establishing the property-line location.[2]

This distinction matters when a carport is proposed close to a side or rear boundary. Measuring from the wrong line could make the proposed setback inaccurate.

2. Existing house

Show the complete footprint of the existing house and label it clearly.

Where the carport will be attached, indicate the exact exterior wall where the connection will occur. Show nearby doors, windows, porches, roof projections, and other features that may affect the design.

3. Proposed carport location

The proposed carport should be visually distinct from the existing structures. It may be shaded, outlined, hatched, or labelled as proposed.

Include:

  • Overall carport length
  • Overall carport width
  • Roof footprint
  • Post locations where useful
  • Vehicle-entry direction
  • Whether the carport is attached or detached

The roof footprint is important because it may extend beyond the posts.

4. Setback measurements

Show the distance from the carport to every relevant property line.

Depending on its location, the plan may need to show:

  • Rear property-line setback
  • Left-side setback
  • Right-side setback
  • Front-yard setback

5. Driveway and vehicle access

Show how a vehicle will travel from the street or rear lane to the carport.

The drawing should identify:

  • The existing or proposed driveway
  • The driveway width
  • The point where the driveway crosses the property line
  • The street or lane providing access
  • The direction vehicles enter the carport
  • Whether the existing approach will be widened, moved, or replaced

6. Existing buildings and structures

The permit application requires the site plan to show the proposed structure and all existing buildings and structures.[3]

This may include:

  • Detached garage
  • Shed or workshop
  • Deck or covered patio
  • Gazebo
  • Pool or hot tub
  • Existing carport
  • Secondary suite
  • Large retaining wall

Clearly label the street and any public lane adjoining the property. The City’s application form lists street and lane locations among the required site-plan information.[3]

This information is particularly important when the carport will be accessed from:

  • A front street
  • A public rear lane
  • A side street on a corner property
  • A shared or unusual access arrangement

8. Overhead electrical lines

Show overhead electrical lines when they cross or border the property and could affect the carport location.

The application form specifically identifies applicable overhead electrical lines as required site-plan information.[3]

Electrical lines can affect roof clearance, post placement, construction equipment, and safe access during installation.

9. Legal property description

Include the legal property description where required. It is different from the municipal street address and may be found on a title document, survey, staking certificate, or property record.

10. North arrow and scale

A north arrow helps orient the property. A clear scale and written dimensions help reviewers understand the size and location of the carport.

Winnipeg carport setback requirements

The required setback depends heavily on whether the carport is detached, attached, behind the house, beside the house, or located on a corner lot.

The City’s accessory-structure guide states that, in most cases, a detached garage or accessory structure built behind the dwelling may be as close as 600 millimetres, or 2 feet, from the side and rear property lines.[2]

Different setback rules can apply when:

  • The carport is beside the dwelling
  • The carport is attached to the dwelling
  • The property is a corner or reverse-corner lot
  • The structure is near a front or street-side boundary
  • The roof extends beyond the posts
  • The carport is close to another building
  • A site-specific zoning condition affects the property
  • The lot is affected by an easement or utility corridor

Roof overhangs can change the setback

A carport is often supported by relatively narrow posts, but zoning and building-code clearances cannot be reviewed using only the post locations.

The full roof projection matters.

The City’s accessory-structure guide explains that:

  • A 300-millimetre, or 1-foot, roof overhang may project into certain required setbacks measured to the wall or carport posts.
  • A wider overhang requires the structure to be placed farther from the property line.
  • The eave must maintain a clear separation from the property line.
  • The building code does not allow an overhang to project closer than 450 millimetres, or 1 foot 6 inches, to the property line.

The roof outline should therefore appear on the site plan whenever it extends beyond the posts.[2]

Maximum carport height in Winnipeg

The City’s current accessory-structure guide states that the maximum allowable height for a garage or accessory structure is generally 4.0 metres, or 13 feet.[2]

How that height is measured depends on the roof style.

For example:

  • A flat or low-slope roof may be measured to its highest point.
  • A gable, hip, or gambrel roof may be measured according to the City’s roof-height diagram.
  • Where a gable, gambrel, or hip roof has a slope of less than 1:3, the City states that it is measured as though it were flat.

The elevation drawings should show:

  • Finished grade
  • Post height
  • Beam elevation
  • Roof pitch
  • Eave height
  • Overall building height

Driveway access and approach permits

The carport site plan should show whether the project uses an existing driveway approach or requires a new or modified connection to the street.

The City states that an Approach Construction Permit is required when a property owner installs, repairs, alters, relocates, or reconstructs a private driveway approach within the public right-of-way.[4]

A driveway approach is the portion crossing City property between the private lot and the roadway. It may include the curb, boulevard, sidewalk crossing, or other public right-of-way area.

The City advises applicants to provide either:

  • A Surveyor’s Building Location Certificate showing the proposed approach; or
  • A well-drawn site plan showing the property dimensions, building locations, and proposed approach dimensions.

The City also states that only a licensed contractor may construct, remove, relocate, or modify a private approach.[4]

Using an existing driveway

When the carport connects to an existing legal driveway and no public approach work is proposed, the driveway should still appear on the site plan. Reviewers need to see that the carport is realistically accessible.

Widening or relocating a driveway

A proposed widening or geometry change may require separate review. Winnipeg’s Private Access Manual explains that parking in a front yard must lead to a parking space, such as a garage, carport, or side or rear yard.

Driveway widening that does not lead to an approved parking area may require a development permit, variance, and approach permit.[5]

Construction access across City property

The City’s carport and accessory-structure application asks whether construction access will cross City property. When access crosses City property somewhere other than an existing private approach, a separate crossing permit must be obtained.[3]

Carport size and accessory-building area

A carport can meet the setback and height requirements but still be too large for the property.

The City’s accessory-structure guide states that garages and accessory structures combined generally cannot exceed:

  • 12.5% of the total lot area; and
  • A maximum combined area of 81.75 square metres, or 880 square feet.

The guide also states that up to 45 square metres, or 484 square feet, of accessory structures may be permitted regardless of lot area, subject to the applicable regulations. A zoning variance may be needed when the proposed total exceeds the permitted maximum.[2]

Construction plans required for a Winnipeg carport

The City requires construction plans for all carports. These plans must provide detailed information about:

  • Roof framing
  • Number and spacing of posts
  • Post sizes
  • Post foundations
  • Beam sizes
  • Beam construction over the posts
  • Structural connections
  • Roof height and slope

The site plan cannot replace these structural drawings. Its job is to explain the carport’s position on the property.[2]

When engineering may be required

A structural engineer may be required when the carport design falls outside standard construction methods.

Examples can include:

  • Large or unusually shaped roof systems
  • Long beam spans

The City states that a separate electrical permit is required for all carports.[1]

This requirement should be confirmed during the application process even when the initial project description does not include lighting or receptacles.

Where electrical work is included, the plans may need to identify:

  • Lighting
  • Exterior receptacles
  • Electrical-vehicle charging equipment
  • Underground electrical feeds
  • Connection to the dwelling or another structure

Property lines and survey information

Carports are frequently positioned beside a driveway, fence, or side-yard boundary. That makes accurate property information especially important.

Do not assume that:

  • The fence sits directly on the property line
  • The driveway edge follows the boundary
  • The public sidewalk marks the front property line
  • The rear-lane pavement begins exactly at the rear boundary

A site plan can be prepared using available property records and owner-provided measurements, but it does not establish a disputed legal boundary. A Manitoba Land Surveyor may be needed when the property-line position cannot be confirmed.

  • Showing the carport without its roof dimensions
  • Measuring setbacks only to the posts
