Saskatoon Shed Site Plan for Permit: Setbacks, Height and Lot Coverage

A backyard shed can provide valuable storage for lawn equipment, bicycles, tools and seasonal household items. Before buying or constructing one, however, Saskatoon homeowners should confirm that the shed fits within the property’s zoning rules and does not interfere with legal boundaries, drainage routes, utility easements, City trees or existing buildings.

A clear Saskatoon shed site plan shows the proposed shed in relation to the legal property lines, house, rear lane, other structures and important site features. It also provides the measurements needed to review setbacks, height, site coverage and rear-yard coverage.

Preparing the site plan before construction can reveal problems while the shed can still be moved, resized or redesigned. Shifting a rectangle on a drawing is considerably easier than relocating a concrete slab or finished building.

Does a Shed Need a Building Permit in Saskatoon?

A building permit is required for an accessory building with a floor area greater than 10 m².[1]

The shed shown in the featured image measures:

  • 3.6 metres wide;
  • 4.8 metres long; and
  • approximately 17.3 m² in floor area.

Because the proposed area exceeds 10 m², it requires a building permit.

Other accessory buildings that commonly require permits include:

  • larger storage sheds;
  • detached garages;
  • workshops;
  • gazebos;
  • amenity buildings;
  • pool-equipment buildings; and
  • other detached structures exceeding 10 m².
Do not begin construction before the permit is issued. A retailer’s shed drawing, contractor estimate or online concept plan does not confirm that the proposed location complies with Saskatoon zoning.

What About a Shed Under 10 m²?

An accessory building smaller than 10 m² generally does not require a building permit when that is the full scope of the project.[1]

The smaller shed must still comply with:

  • the property’s zoning district;
  • permitted setback and placement rules;
  • maximum accessory-building area;
  • site-coverage requirements;
  • rear-yard coverage;
  • maximum height;
  • utility easements;
  • lot drainage requirements;
  • City-tree protection requirements; and
  • any registered property restrictions.

Permit-exempt does not mean zoning-exempt. A small prefabricated shed can still be required to move if it was installed in the wrong location.

Which Zoning Bylaw Applies?

City of Saskatoon Zoning Bylaw No. 9990, 2024 came into effect on January 3, 2025. The City identifies the current bylaw as having been updated on June 24, 2026.[2]

All Saskatoon properties have a zoning designation. That designation controls matters such as:

  • permitted land uses;
  • building placement;
  • minimum setbacks;
  • site coverage;
  • rear-yard coverage;
  • building height;
  • parking and access; and
  • landscaping requirements.

The owner should use the City’s interactive zoning map or Development Portal to confirm the property’s current zoning before finalizing the shed location.[3]

What Is a Saskatoon Shed Site Plan?

A shed site plan is a scaled overhead drawing showing the full property and the proposed shed.

The City’s garage and accessory-building guidance says a permit site plan should show:

  • property lines;
  • streets and alleys;
  • the existing house;
  • the proposed shed or accessory building;
  • other buildings on the property;
  • house and shed dimensions;
  • setbacks from the shed to property lines;
  • door and window locations and sizes;
  • roof-truss or rafter direction; and
  • curb cuts or crossings where applicable.[4]

The current City garage page also asks applicants to show City trees and the distance between the proposed building and each property line.[5]

Important Corrections to the Featured Image

The featured image is an educational example. It is not a legal survey, approved building permit or property-specific zoning review.

The shed area is correct

The proposed shed is labelled 3.6 m by 4.8 m.

The correct calculation is:

3.6 m × 4.8 m = 17.28 m².

Rounding the result to 17.3 m² is accurate.

The rear setback is not universal

The image shows a 1.2 m rear setback from the property line adjoining the lane.

Saskatoon’s accessory-building project guide specifically requires 1.2 m where a vehicle door faces the rear lane.[4]

The illustrated structure appears to be a storage shed with a pedestrian door rather than a garage with a vehicle door. Its required rear setback should therefore be confirmed using:

  • the current Zoning Bylaw;
  • the property’s zoning district;
  • the shed’s door orientation;
  • the lane condition;
  • eave projections; and
  • any property-specific restrictions.

Replace the image wording with:

“Proposed rear setback: 1.2 m. Minimum required setback must be verified for the zoning district and building design.”

The 0.9 m side setbacks are examples

The image shows 0.9 m from each side boundary.

Saskatoon states that accessory-building setbacks vary by zoning district and existing site conditions.[4]

The side callouts should therefore read:

“Proposed side setback: 0.9 m—verify current zoning and property conditions.”

The illustrated three-metre height is not the maximum

The image shows an illustrative shed measuring approximately three metres to the roof ridge.

That may be a suitable design, but it should not be interpreted as Saskatoon’s general maximum. The City’s accessory-building guidance identifies:

  • maximum wall height of 4 m, measured from grade to the soffit;
  • maximum roof height of 5 m, measured to the highest point; and
  • maximum height of one storey.[4]

Replace the image wording with:

“Illustrated height: approximately 3.0 m. General City guidance identifies maximum 4 m wall height and 5 m roof height; verify current zoning.”

The total site-coverage arithmetic is correct

The image uses:

  • lot area: 557 m²;
  • existing house footprint: 148 m²;
  • proposed shed: 17.3 m²; and
  • total covered area: 165.3 m².

The calculation is:

165.3 ÷ 557 × 100 = approximately 29.7%.

The arithmetic is correct, but the plan must still compare the result with the maximum site coverage permitted in the actual zoning district.

Add a rear-yard coverage calculation

Saskatoon separately regulates the percentage of the rear yard occupied by accessory buildings. Zoning Bylaw No. 9990 uses a rear-yard coverage graph for qualifying residential sites.[6]

The drawing should therefore include both:

  • total site coverage; and
  • rear-yard coverage.

A shed can remain below the property’s total site-coverage limit and still exceed the permitted percentage of the rear yard.

Add the distance from the shed to the house

The image shows the shed behind the house but does not clearly label the building-to-building distance.

City guidance says a detached garage or accessory building should generally remain at least 1.2 m from the house.[4]

Add a dimension from the nearest shed wall or projection to the nearest part of the house or attached structure.

Clarify the front setback label

The image shows an example six-metre front-yard setback for the house.

That label does not establish the shed’s front-yard placement. Saskatoon’s accessory-building guidance says the accessory building must generally be at least 15 m from the front property line.[4]

The actual distance from the proposed shed to the front property line should be shown.

Saskatoon Shed Setbacks

A setback is the horizontal distance between a legal property line and the closest wall or qualifying part of the proposed building.

Required setbacks can depend on:

  • the property’s zoning district;
  • whether the lot is an interior or corner lot;
  • whether a rear lane exists;
  • whether a vehicle door faces the lane;
  • the location of the principal dwelling;
  • the size and height of the shed;
  • eave and soffit projections;
  • registered easements;
  • existing development permits; and
  • special neighbourhood controls.
Condition General City guidance

How Are Setbacks Measured?

The shed should be dimensioned from the legal property lines rather than from:

  • an existing fence;
  • a hedge;
  • the edge of the lawn;
  • a retaining wall;
  • the lane pavement;
  • the driveway edge; or
  • an approximate online property line.

The City states that a Real Property Report or Surveyor’s Certificate is required when formal confirmation of setbacks is requested.[3]

Reliable boundary information may come from:

  • a survey plan;
  • a Surveyor’s Certificate;
  • a Real Property Report;
  • verified survey monuments;
  • an approved historical site plan; or
  • measurements completed by a Saskatchewan land surveyor.

Walls, Eaves and Property Lines

A wall setback and an eave setback are not always the same measurement.

City guidance says:

  • a roof soffit generally cannot be closer than 0.45 m to a property line shared with another property;
  • if a wall is within 0.45 m of the property line, a roof soffit is not permitted on that side;
  • an eave close to a property line may require non-vented soffit construction; and
  • roof projections cannot cross the legal property line.[4]

The site plan should show:

  • the shed wall outline;
  • the roof or eave outline;
  • wall-to-boundary dimensions;
  • eave-to-boundary dimensions; and
  • the direction of roof drainage.

Fire Protection Near a Property Line

Building-code requirements become more restrictive when a shed or accessory building is very close to another property.

Saskatoon’s project guide says a wall located less than 0.6 m from the property line generally requires a fire-resistance rating of at least 45 minutes on the affected building face.[4]

The design may also need to address:

  • window and door openings;
  • combustible cladding;
  • soffit ventilation;
  • roof overhangs;
  • attic construction; and
  • wall sheathing and interior gypsum.

The zoning setback and building-code limiting distance are related but separate reviews. Meeting the zoning setback does not automatically prove that the wall construction complies with the building code.

Windows and Doors Near Boundaries

The site plan and construction drawings should show the location and size of all doors and windows.

City guidance says windows are generally not permitted where they would be less than 1.2 m from a property line shared with another private property. A different assessment applies where the line adjoins a street or lane.[4]

A shed close to a side boundary may therefore require:

  • a blank wall on that side;
  • relocation of the window;
  • relocation of the shed;
  • fire-rated construction; or
  • a property-specific building-code review.

Maximum Shed Height

The City’s general accessory-building guidance identifies:

  • maximum wall height: 4 m from grade to soffit;
  • maximum roof height: 5 m to the highest point; and
  • maximum storeys: one storey.[4]

The property’s zone or another approval can impose a different limit.

The elevation drawings should show:

  • existing grade;
  • proposed finished grade;
  • finished floor level;
  • wall height;
  • soffit height;
  • roof slope;
  • ridge height;
  • door and window heights; and
  • overall building height.

Why the Foundation Changes the Final Height

The manufacturer’s advertised height may not equal the zoning height after installation.

The final height can increase because of:

  • a raised concrete slab;
  • gravel or timber foundations;
  • precast foundation blocks;
  • uneven ground;
  • fill placed beneath the shed;
  • a roof vent or cupola; and
  • site-built roof modifications.

The permit drawings should measure the complete installed building rather than relying only on a catalogue dimension.

Maximum Accessory-Building Area

Saskatoon’s accessory-building regulations consider the main-floor area of the dwelling when determining how much accessory-building floor area is permitted.

The City’s project guide summarizes the general approach as follows:

Main-floor dwelling area General combined accessory-building limit
54 m² or less Up to 54 m².
More than 54 m² but less than 87 m² Less than the dwelling’s main-floor area.
87 m² or more Generally no more than 87 m².

The current digital bylaw confirms that a detached building accessory to a one-unit dwelling cannot have a total floor area greater than 87 m².[6]

All existing accessory buildings must be included. Do not calculate only the new shed.

Understanding Site Coverage

Saskatoon defines site coverage as the percentage of the site covered by above-grade buildings, excluding certain projections such as eaves, canopies, marquees and balconies.[4]

The basic calculation is:

Total qualifying building footprints ÷ total site area × 100.

A complete calculation may include:

  • the house;
  • attached garage;
  • detached garage;
  • existing sheds;
  • proposed shed;
  • gazebos and amenity buildings;
  • covered structures; and
  • other buildings included under the bylaw definition.

Coverage example from the image

  • lot area: 557 m²;
  • house footprint: 148 m²;
  • proposed shed: 17.3 m²;
  • total covered area: 165.3 m²; and
  • site coverage: approximately 29.7%.

The result should be compared with the maximum coverage of the property’s current zoning district.

Rear-Yard Coverage Is a Separate Check

Rear-yard coverage measures how much of the defined rear-yard area is occupied by accessory buildings.

The calculation is generally:

Total accessory-building area in the rear yard ÷ total rear-yard area × 100.

Saskatoon’s Zoning Bylaw uses Graph No. 5.1.2(6) to determine the permitted rear-yard coverage for relevant residential sites.[6]

The plan may need to show:

  • the rear building line of the house;
  • rear property line;
  • side property lines;
  • total rear-yard area;
  • all accessory-building footprints within that yard;
  • the resulting percentage; and
  • the maximum percentage allowed by the graph.

A total site-coverage calculation by itself is not enough to verify rear-yard compliance.

Distance From the House

City guidance identifies a general minimum separation of 1.2 m between an accessory building and the house.[4]

That distance can be affected by:

  • house projections;
  • decks and stairs;
  • roof overhangs;
  • window wells;
  • air-conditioning equipment;
  • retaining walls;
  • fire separation;
  • construction access; and
  • drainage between the buildings.

Measure between the closest relevant portions rather than from convenient corners that are farther apart.

Rear-Lane Considerations

The featured image shows a rear lane behind the shed.

The site plan should identify:

  • the legal rear property line;
  • the lane;
  • shed wall and eave setbacks;
  • door orientation;
  • lane drainage;
  • utility poles and overhead wires;
  • catch basins;
  • fences and gates;
  • construction access; and
  • whether vehicle access is proposed.

A storage shed does not need to be drawn as a garage. The plan should make clear whether the structure has:

  • only pedestrian access;
  • double storage doors;
  • a vehicle-access door; or
  • no access from the lane.

Driveway and Curb-Crossing Approval

A shed site plan should show the existing driveway when it affects construction access or the property layout.

If the project includes a new or modified vehicular entrance from a City street, the owner must apply for a Driveway Crossing Permit. The Transportation Department reviews access affecting the curb, sidewalk, boulevard or public right-of-way.[7]

The shed building permit does not automatically authorize:

  • a new curb cut;
  • sidewalk removal;
  • boulevard paving;
  • a new street crossing;
  • changes to a ditch crossing; or
  • vehicle access through City property.

Drainage Around the Shed

Saskatoon requires ground to slope away from buildings, and new construction must not improperly change existing surface-water flow.[4]

A shed can alter drainage by:

  • adding roof runoff;
  • blocking a side- or rear-yard swale;
  • raising the ground with a pad or foundation;
  • redirecting water toward the house;
  • trapping water beside a fence;
  • sending runoff toward neighbouring property; or
  • interfering with lane drainage.

The site plan may show:

  • existing drainage direction;
  • surface-flow arrows;
  • swales;
  • roof slope;
  • gutters and downspouts;
  • finished floor elevation;
  • foundation-pad elevation;
  • retaining walls;
  • low points; and
  • the lawful runoff route.

Saskatoon Lot-Grading Requirements

Lot grading is the shaping of land so rain and snowmelt move away from buildings and toward a street, lane or municipal drainage system.[8]

The City says soft surfaces near foundations should generally provide a positive slope, and drainage paths along side or rear property lines must remain open and functional.[9]

A shed should not be placed:

  • across a drainage swale;
  • over a lawn basin;
  • where it blocks an overland-flow route;
  • where downspouts discharge against its foundation;
  • where roof water enters the neighbouring property; or
  • where it creates ponding beside the house.

Foundation Requirements

The foundation depends on shed size, construction and intended use.

Saskatoon’s accessory-building guide says a 100 mm concrete slab may be used for certain light-frame, one-storey buildings no larger than 55 m².[4]

If those conditions are not met, the foundation may need to:

  • be professionally engineered; or
  • meet the applicable foundation provisions of the adopted building code.

Possible foundation systems include:

  • concrete slab;
  • concrete grade beam;
  • concrete piers;
  • engineered screw piles;
  • approved precast supports; or
  • another code-compliant design.

The actual permit drawings must match the foundation constructed on site.

When Is Engineering Required?

Professional engineering may be required when:

  • the building is larger than the prescriptive-code limits;
  • the foundation is outside the standard details;
  • the shed is over 55 m² and uses a slab-type foundation;
  • masonry or brick cladding is proposed;
  • wall heights exceed the prescriptive framing tables;
  • large roof spans are proposed;
  • unusual soil or fill is present;
  • retaining walls affect the foundation;
  • heavy storage loads are expected; or
  • the building design falls outside Part 9 of the National Building Code.

Professional designs must be sealed by an architect or professional engineer registered in Saskatchewan.[4]

Heated Sheds and Amenity Buildings

Most basic garages and storage sheds do not need to meet the same energy-efficiency requirements as habitable buildings.

Energy-efficiency requirements can apply when an accessory building:

  • is heated;
  • is used as an amenity space;
  • contains conditioned workshop space; or
  • has another use that falls within the applicable energy provisions.

The City may require an Energy Efficiency Compliance Form with the application.[4]

Can a Shed Be Used as a Bedroom?

An ordinary storage shed or accessory building should not be converted into an unapproved dwelling or sleeping room.

It should not be used as:

  • a bedroom;
  • a rental suite;
  • a separate apartment;
  • a permanent sleeping cabin; or
  • an unapproved garden suite.

A garden or garage suite is a separate residential project with additional zoning, servicing, parking, drainage, building-code and permit requirements.

Utility Easements and Services

The site plan should identify known easements and utility routes that affect the proposed location.

Potential services include:

  • electricity;
  • natural gas;
  • water;
  • sanitary sewer;
  • storm sewer;
  • telephone;
  • internet or cable;
  • private drainage pipes; and
  • irrigation systems.

An easement shown on a property plan is not automatically available for construction. The benefiting utility or authority may prohibit permanent buildings within it.

The City advises applicants to contact SaskPower before digging to locate utility lines and property easements.[5]

City Trees and Tree Permits

A Tree Permit is required for construction, demolition or major landscaping within six metres of a City-owned tree.[10]

The tree-protection site plan may need to show:

  • property lines;
  • roadways and sidewalks;
  • existing and proposed buildings;
  • every City tree within six metres;
  • tree numbers and trunk diameters;
  • tree-protection zones;
  • construction access;
  • excavation limits;
  • material-storage areas; and
  • protective fencing.

Do not assume that a tree beside the sidewalk is part of the private property.

Other Drawings Required for the Permit

The site plan is only one part of the building-permit package.

The City may also require:

  • Submission Details Form;
  • floor plan;
  • foundation plan;
  • roof-framing plan;
  • wall construction details;
  • building elevations;
  • cross-section;
  • door and window schedule;
  • truss direction and shop drawings;
  • beam and lintel details;
  • engineered drawings;
  • energy-efficiency documentation; and
  • tree, driveway or drainage information where applicable.

Electrical and Gas Permits

Electrical and gas permits in Saskatoon are administered by the Technical Safety Authority of Saskatchewan rather than through the ordinary City building-permit application.[5]

Separate trade approval may be required for:

  • interior and exterior lighting;
  • electrical outlets;
  • underground electrical service;
  • electric heating;
  • workshop circuits;
  • gas heating;
  • gas piping; and
  • other regulated installations.

How to Apply

Saskatoon accepts accessory-building permit applications through its ePermitting portal.[5]

The typical process is:

  1. Confirm the property’s zoning designation.
  2. Review current accessory-building rules.
  3. Verify the legal property boundaries.
  4. Choose the shed dimensions and location.
  5. Check side, rear, front and building-separation distances.
  6. Calculate total accessory-building area.
  7. Calculate total site coverage.
  8. Calculate rear-yard coverage.
  9. Review drainage, utilities and City trees.
  10. Prepare the site plan and building drawings.
  11. Submit the application through ePermitting.
  12. Respond to zoning and building-review comments.
  13. Receive the permit before starting construction.
  14. Complete the required inspections.

Building Inspections

Building inspections help confirm that construction follows the approved plans and the applicable building code.

Depending on the shed design, inspections may include:

  • footing or foundation inspection;
  • concrete slab inspection;
  • framing inspection;
  • fire-protection inspection;
  • insulation or energy inspection where applicable;
  • electrical or gas inspections through the relevant authority; and
  • final inspection.

The approved plans should remain available on site for the inspector. Changes to the location, dimensions, height, doors, windows or construction may need approval before work continues.

  • Building a shed over 10 m² without a permit.
  • Assuming a shed under 10 m² is exempt from zoning.

It is the percentage of the defined rear-yard area occupied by accessory buildings. It is assessed separately from total site coverage.

Do existing sheds count?

Yes. Existing garages, sheds, gazebos and other accessory buildings must be included in the applicable area and coverage calculations.

Can the shed be placed against a property line?

Do not assume so. Zoning setbacks, roof projections, fire protection, drainage and easements must all be reviewed.

Can the roof eave cross the boundary?

No. Walls, foundations and roof projections must remain within the legal property boundaries.

Can the shed have a window facing the property line?

Windows are generally restricted where the building face is less than 1.2 m from a private property line.

Does the plan need to show the rear lane?

Yes, when a lane adjoins the property. It affects context, setbacks, access, utilities and drainage.

Can a fence be used as the legal property line?

Not reliably. A fence may be offset from the surveyed boundary.

Does the site plan need drainage arrows?

They are useful where they accurately show the existing and proposed direction of surface flow.

Can the shed block a drainage swale?

No. Existing drainage routes must remain functional.

Do I need a Tree Permit?

A Tree Permit is required when construction or major landscaping occurs within six metres of a City tree.

Can the shed have electricity?

Yes, but electrical work requires the appropriate permit and inspection through the Technical Safety Authority of Saskatchewan.

Can the shed be used as a bedroom?

No. An ordinary shed cannot be used as an unapproved dwelling or sleeping space.

How are applications submitted?

Building-permit applications are submitted through Saskatoon’s ePermitting portal.

Can the plan be revised after City comments?

Yes. The plan can be updated using revised measurements, zoning comments, survey information, drainage requirements or a redesigned shed.
